The Total War series is very highly regarded at bit-tech and Empire: Total War. Now tell how prosperous a region is and what type of resources it governs. Has over its predecessors is its changing system of government. There are three different kinds of government types in Empire: Total War. Absolute Monarchy, Constitutional Monarchy and Republic. The Absolute Monarchy gives a happiness boost to the nobility, a public order penalty to the lower class and a high level of repression. Repression is just what it sounds like, enforced public order.
You have to raise taxes in your capital either to lower classesor nobility, then you wait 3 turns for a revolution and capture thecapital and that's it.

Region Information

The region information screen lists data specific about a particular region. To bring up this screen double click on a region capital that you control. On this screen you can easily see how contented the citizenry of this region is across the top of the screen. This is represented by four bars, two for the nobility, and two for the lower classes. The top bar for each class is a graphical representation of the all aspects currently pleasing the citizenry. Repression of the rabble by local forces is also represented on this bar. Generally when you are trying to control revolting regions repression will be the single easiest means to do so. The second bar for each group similarly summarizes all the things that are making your citizens angry. You will most often see revolutions and unhappy citizens caused by the recent occupation of a city which formally belonged to a rival, as a reaction to a tax hike, or because the most popular religions in the region is not your national religion.
In the middle of this screen is a summary of the region's wealth. In this section you can see how quickly the wealth of the region is growing, as well as how much income in taxes this region is generating. Please note that in the box outlining the taxes collected from this region you have the capacity to exempt this region from taxes. Exempting a region from taxes will go a long ways towards appeasing unhappy citizens. This action can also cause quick population growth as taxes are often hampering local growth. You should always consider this action carefully before choosing to exempt a region from taxes. If you have too many regions exempt for too long your expansion and improvement of infrastructure will grind to a halt, and the upkeep cost of your military may even drive your net income into the red. Also when you exempt a region from taxes for a prolonged period citizens acclimate to this absurdly low tax rate. This means when you do eventually return the region to a normal tax plan, a portion of the citizens will be unhappy at the tax hike at least temporarily.
The final section in the region information screen you should be aware of pertains to population growth. Population growth directly controls how fast towns emerge in a region, and by extension how quickly you will be able to further develop the infrastructure of the region. Population growth is aided by farms, wineries, fishing ports, and an upgraded road system in the region. High taxes, particularly on the lower class, inhibits population growth.
Government Information

Information pertaining to your government as a whole can be seen on the government screen by clicking on the button marked with a stylized capitol building. The government screen has four tabs: national summary, policies, ministers, and trade.
The national summary tab is extremely useful for getting a quick understanding of your current economy. The top of this tab has a basic summary of government type, national religion, and relative military and economic strength. The middle section of this tab has a summary of your current economy, the left side sums your sources of incoming money from taxes, trade, and other sources while the right side totals your major costs. If you are concerned that your economy may be shrinking or is balanced quite close to collapse you should pay attention to this screen for several turns. This will allow you to gauge how successful your bailout is going. The bottom of the national summary tab provides an overview of your current diplomatic relations.
You should ignore the policies tab until you have a firm understanding of the game. This tab allows you to adjust your national tax rate on both the upper and lower classes. Most of the time you will find the initial average tax rate to be the best compromise. As you grow accustom to tweaking aspects of your empire this will be an important tool in appeasing the lower classes whom are dismayed by industrial reform. On the very bottom of the policies tab is a box that shows you the region you control with the lowest public order. This box is very useful for finding problem regions in your nation you may not be aware of.
The ministers tab of the government screen easily contains the most information of all 4 tabs. On this tab you will see a portrait of your current ruler and the men whom occupy the most important seats in your government. Scrolling over any of these portraits will show you the current effects that person is having on your government. If you right click on a portrait it will bring up a screen similar to that of generals and gentlemen. This screen details the person with traits and ancillaries that affect their governing capacity. You can get a rough idea of how effective a person is in their current position by how many stars are displayed on the lower left of their portrait. Ministers gain governing capacity the entire time they are in an office. This is where the main difference between the three types of government in Empire: Total War occurs:
- Republic governments will have qualified ministers in most positions but the government may be forced to change rapidly as one party loses or comes to power. When this occurs, all the government ministers and even your leader will be replaced. This prevents most ministers from reaching the pinnacle levels of management skill. A republic government can also make it problematic to change ineffectual ministers as the party will often be maintained as long as the nation is popular. Republican governments can call a special election or simply wait a number of turns which is listed in the upper right-hand corner for an election to trigger.
- Constitutional monarchies behave just like republic governments except your leader is a monarch and cannot be voted out of his or her position. This is not necessarily beneficial as your monarch may have developed very poor management stats. If however you have a very well qualified monarch this provides some stability to the otherwise tumultuous politics of a republic government.
- Absolute monarchies are the most numerous in Empire: Total War and the most straight-forward. In an absolute monarchy you have full control of all minister positions. You can kick and replace ministers at your fancy. Try not to get carried away with your executive control though as your pool of replacement ministers takes time to replenish.
The trade tab of the government screen shows the current value of the various commodities across the top of the screen. These commodities are mainly found in the Americas, India, and Africa. If you have access to a plantation to develop or are going to send out trade fleets you should aim for one of the more expensive commodities. Just below the commodities summary is a summary of your current supply of trade goods and the current trade routes you have. When your ports are being blockaded or your trade routes are being pirated this information will appear on this screen.
Diplomacy

Diplomacy in Empire: Total War is rather simple to understand but incredibly difficult to use effectively. Nations can enter into an alliance, a trade agreement, or a protectorate agreement. To pursue any of these diplomatic relations you will first have to woo the other nation. You can garner favor with a nation by presenting expensive state gifts to that nation. Changing an unfriendly opposing nation into a potential ally in this way will take a great deal of time and a huge sum of money. Each of these diplomatic relations can have different implications for your nation, however if you arbitrarily decide to break any agreements this will take a massive toll on your reputation with all other factions. This quirk of diplomacy makes pursuing alliances and protectorates risky. If you manage to establish a large number of alliances you will eventually be forced to choose between two nations whom you are allied with that have decided to go to war with each other. When this occurs no matter what you choose all your diplomatic relations will suffer.
